These two get mixed up constantly, and the difference matters. Flipping mirrors the picture, so anything written in it reads backwards afterwards. Rotating turns the picture without mirroring it, so text stays readable — just sideways or upside down.
A quick way to tell which you need: if the photo simply came out on its side, you want rotate. If you want a subject facing the other way, or you want to undo the mirror effect on a selfie, you want flip.
Phone front cameras show you a mirrored preview on purpose, because that is how you look in an actual mirror and it feels natural while you frame the shot. Most phones then save the file un-mirrored, which is why the saved photo can look subtly wrong to you even though it looks normal to everyone else — they have only ever seen the un-mirrored version of your face. A horizontal flip puts it back to the mirror view you are used to.
The same effect is what makes text in a selfie read backwards. Flip horizontally and the writing becomes readable again.
A quarter-turn changes the shape of the frame: a 1600 × 900 landscape photo becomes 900 × 1600 in portrait. This tool rotates the image without cropping — the canvas is rebuilt at the new width and height so the whole picture is kept, rather than squeezed back into the old frame with the edges trimmed off. A 180 degree turn and both flips leave the dimensions exactly as they were.
A photo that looks upright on your phone but sideways on a computer usually has not been rotated at all. Cameras often store the picture in one fixed orientation and add a small orientation tag alongside it saying which way up it should be shown. Apps that read that tag display it correctly; apps that ignore it show the raw, sideways version.
Rotating here fixes that for good: the pixels themselves are turned, so the image no longer depends on any app honouring a tag. That is why the downloaded file looks right everywhere.
You can rotate an image without losing quality here, and the reason is worth knowing. A flip, and a turn of 90 or 180 degrees, only move whole pixels to new positions — nothing is interpolated, blended or averaged, so not a single pixel changes value. The download is a PNG, which is lossless, so nothing is re-compressed either. The one thing to expect: a JPEG you upload comes back as a PNG, and PNG files of photographs are usually bigger.
